- ➤ Fernando Martiez Lynch, 38, from Oakley was arraigned on charges of gross vehicular manslaughter while intoxicated after a Highway 162 crash on July 30 outside Oroville that killed a 19-year-old state parks employee and injured her 22-year-old brother—he faces up to 15 years to life for manslaughter and up to 20 years to life for causing injury with a plea hearing set for August 7.
