David Allen Petterson, 39, and Felicia Louise Whitrock-Wyatt, 37, were arraigned Tuesday at Butte County Superior Court on charges of child abuse and animal cruelty after police visited their Glacier Peak Lane home following neighbors' complaints and removed 37 animals — including malnourished cats, dogs and dead cats — while two non-verbal special-needs children aged 8 and 10 were reportedly abused.

At Butte College's Chico Center, a groundbreaking ceremony is set for September 2 at 3 p.m.—the expansion will add an 18,100-square-foot cosmetology and barbering facility along with a 5,872-square-foot science laboratory to boost local opportunities.

Construction for the cosmetology facility will start in September with classes beginning in January, while work on the science lab is set to begin next January and finish by March for fall classes.
